The Government's list is a selection (holders of at least 1 MW in total) as published on that date; it may change, and it covers every stage from newly issued ATRs to recent commissioning. Small groups are handled by threshold rules (at least 5 distinct holders per released figure, no holder above 80 percent of its MW), and figures that fail these tests are merged or withheld.
