DEMO edition | Build 3ed40dc61b96 | 2026-11-04 19:56 UTC

Explore Romania's mapped power plants, substations and grid, and county totals from the published list of grid connection approvals (ATR).

This page describes the layers of this edition of the Romanian Energy Grid Atlas: where each one comes from, under which licence, as of which date, how it was made, and what it does not show. The map is general information, not advice.

This is a demo edition, built from open sources. All numbers are as of the build date shown above and of the date of each layer; the demo is updated periodically and is not a live service.

This edition includes grid connection approval (Aviz Tehnic de Racordare, ATR) capacity as listed by the Government of Romania; the ATR layer is described below with its limits.

Power plants

OBSERVEDunverified

What it shows
Power plants as mapped in OpenStreetMap (MW)
Kind of evidence
OBSERVED. As published or as mapped in the source. Sol Associates has not checked these values against another source.
Verification
unverified. No independent check of these values has been made.
Date

How it was made
Tags parsed as mapped (voltage volts to kV, output to MW), polygons reduced to centroids, generators grouped into plants, county looked up from the counties layer; raw vintage 2026-11-04.
Geography
Romania (OSM area ISO3166-1=RO, admin_level=2)
Coverage
Everything OSM mapped inside Romania at the snapshot date; mapping completeness is unknown
What is included
power=plant nodes, ways and relations
Spatial resolution
Vector geometry as mapped, coordinates rounded to 5 decimals (about 1 m)
Time resolution
Snapshot of the OSM database at as_of (a single time, no history)
What it does not show
  • OSM tags are used as mapped by volunteers; this is not a census of grid assets and nothing was checked against an operator or regulator register.
  • Unknown voltage, fuel, MW and status are kept as unknown and never defaulted.
  • mw is the plant output tag when it parses, else the sum of the member generators that carry an output value (mw_basis says which), else unknown; a sum can understate the plant when some members have no value.
  • A generator belongs to a plant when it is a relation member or inside the plant polygon (smallest polygon wins); polygon plants are shown at their centroid.
  • County is the county containing the representative point (the middle vertex for lines) of boundaries simplified to about 0.005 degrees, so features within about 500 m of a border can be assigned to the neighbouring county.

ECMWF does not accept any liability whatsoever for any error or omission in the data, their availability, or for any loss or damage arising from their use. Modified by Sol Associates: clipped to Romania; 100 m wind speed derived from the u and v components; values rounded. This is a model forecast, not a measurement.
How it was made
Run 20261104/12z (stream oper, type fc, 0.25 degree). Wind speed = sqrt(100u^2 + 100v^2) rounded to 0.1 m/s; total cloud cover scaled from a fraction to percent, rounded to 1 percent. One 0.25 degree square per grid point whose centre lies inside the Romania outline; values are the GRIB values at their native steps, with no interpolation or smoothing.
Geography
Romania (grid points whose centre lies inside the country outline, including coastal waters in the outline)
Coverage
447 cells x 25 forecast steps; no cell outside the outline
What is included
ECMWF IFS HRES forecast grid points at 0.25 degree
Spatial resolution
Native 0.25 degree grid (about 28 km north-south and 19 km east-west), no interpolation
Time resolution
3-hourly forecast steps from the run time, valid times listed in the file, no interpolation to hourly
What it does not show
  • model forecast, not measurement
  • native 0.25 deg cells and 3-hourly steps, no interpolation
  • Each cell shows the model value at its centre grid point, drawn as a 0.25 degree square; it is not a spatial mean and not a site wind or cloud observation.
  • Wind is the 100 m wind speed, sqrt(100u^2 + 100v^2) in m/s rounded to 0.1; cloud is total cloud cover in percent rounded to 1.
  • Values are valid only at the listed step times; forecast error grows with lead time, and each run replaces the previous one.
  • Cells whose centre lies outside the Romania outline are dropped, so border cells can extend beyond the outline.
  • Not an energy yield, curtailment or grid loading estimate.

Modified by Sol Associates: clipped to Romania, resampled and recoloured for display. The World Bank Group, ESMAP and Solargis have not endorsed this use of the data.
How it was made
Global Solar Atlas 2.0 GeoTIFF (WGS 84, 4000x2400 pixels) coloured with a viridis-like ramp between the 2nd (1126.4) and 98th (1416.4) percentile of the valid values, area-weighted down to at most 1000 pixels wide with rows spaced evenly in Web Mercator; pixels without data are transparent. Package version 2019-12-06 (map files v20191206); the GeoTIFF metadata is dated 2019-10-20.
Geography
Romania and a margin (20-30 E, 43-49 N); pixels outside Romania carry no data
Coverage
4878182 of 9600000 source pixels hold data (51 percent)
What is included
Long-term average 1994-2018: Yearly sum of global horizontal irradiation on a flat horizontal surface.
Spatial resolution
Source grid 0.00250 degrees; the PNG is area-weighted to at most 1000 pixels wide
Time resolution
Long-term average over 1994-2018 (a climatology, not a forecast and not a year's measurement)
What it does not show
  • Long-term average over 1994-2018: it describes typical conditions, not a specific year, and not the future.
  • Modelled satellite-based estimate (Solargis); it carries model uncertainty and is not a site measurement, so a bankable yield needs site data.
  • Not a P50, P90 or any project yield estimate.
  • Colour scale is clipped to the 2nd to 98th percentile of the valid values, so extremes saturate.

Daily national production by fuel

Daily electricity production by fuel, Romania (ENTSO-E bidding zone RO) (MWh per local day (Europe/Bucharest))
Kind of evidence
DERIVED. Computed from the source data by Sol Associates.
Verification
unverified. No independent check of these values has been made.
Date
As of 2026-11-03 (1 day old at build; limit 3 days)
Source

Source: ENTSO-E Transparency Platform (transparency.entsoe.eu), actual generation per production type, bidding zone RO. Daily totals computed by Sol Associates from the values published; not endorsed by ENTSO-E.
How it was made
Daily totals by fuel from ENTSO-E actual generation per production type (documentType A75, processType A16, domain RO) for the Europe/Bucharest local days 2026-10-28 to 2026-11-03. For each day that has a stored vintage, the energy of a fuel is the sum of mean power times interval length over the intervals that have a value (each fuel keeps its native interval and is never resampled); the totals are computed by Sol Associates and rounded to 0.1 MWh. A day without a stored vintage is empty (null), never zero. Interval series, excluded columns and raw files are not part of this layer.
Geography
Romania, ENTSO-E bidding zone RO (national total)
Coverage
7 of the last 7 complete local days (2026-10-28 to 2026-11-03, Europe/Bucharest)
What is included
Aggregated actual generation per production type as reported to ENTSO-E; storage charging load is excluded
Spatial resolution
National total, no spatial breakdown
Time resolution
One total per local calendar day and fuel; no per-interval values are published
What it does not show
  • National totals only: Romania, ENTSO-E bidding zone RO, one total per local calendar day (Europe/Bucharest) and fuel; no per-interval values and no per-plant allocation are published.
  • Each total is the sum over the day of mean power times interval length, computed by Sol Associates from the actual generation per production type that ENTSO-E published; it is not a daily figure published by ENTSO-E.
  • An interval for which ENTSO-E published no value is left out of the sum, so a day with gaps understates its energy; the table of the layer marks such days.
  • Generation only: pumped-storage and battery charging load is not netted, so hydro and battery totals are gross generation.
  • Values are as published when fetched and ENTSO-E may revise them later.
  • A value of 0 means ENTSO-E reported 0 MW for that fuel in every interval of that day that has a value; it is not a gap, and it does not by itself say why. A day without a value is shown as no data.

Licence

Source: Guvernul României (gov.ro), Lista titularilor care dețin ATR, published 25.04.2026, reproduced with the source named; aggregated by Sol Associates SRL. The Government of Romania has not reviewed or endorsed this aggregation.
How it was made
Rows of the gov.ro list of ATR holders, published on 2026-04-25, are aggregated per county. Natural persons, rows that are not generation and corrupt or MW-less rows are excluded (their numbers are withheld in this edition); county names are matched to the OSM county outlines after folding case and diacritics and through a reviewed list of alternative spellings and codes; operators are normalised to the known grid operators; statuses are restricted to a closed vocabulary. Each ATR issue date is placed in a descriptive date band by the calendar dates in the band note. MW is rounded to 0.1 per cell and totals are sums of rounded cells. The retrieval time is taken as the last-modified time of the input file as held by Sol Associates; it is not the time the source was published.
Geography
Romania, county level (counties of the OSM outline layer, Bucuresti included) plus an unknown-county group (suppressed in this edition)
Coverage
gov.ro list of ATR holders: 1410 ATR rows aggregated (80227.7 MW) from the list published on 2026-04-25; excluded rows are not counted here (their number is withheld in this edition)
What is included
Listed ATR MW of the ATR holders on the gov.ro list, every stage as published, natural persons excluded
Spatial resolution
County; rows whose county cannot be matched form the unknown-county group, which is suppressed in this edition
Time resolution
One list, published on one date; the per-row ATR issue date is used only to assign date bands
What it does not show
  • Listed ATR MW in the source list for the selected source, status and technology: not installed capacity, not a built or connected plant, not a probability of commissioning, not MW per km2, saturation, headroom, grid loading or available capacity. Every stage is included (ATR issued, connection contract signed, works in execution, commissioned, other), so a total is not necessarily an outstanding queue.
  • Note that the issue date in the source may be the latest amended ATR date, not the date of the original ATR; here it is a date extracted from the ATR-number text (DERIVED; original or amendment unresolved): only a single date at the end of the text counts, and text with several dates, several ATR numbers or an amendment marker is ambiguous and the issue date unknown.
  • ATR date bands group source issue dates by the calendar dates in the band note; a band is never a legal assessment of any ATR. The band is set by the ATR issue date recorded in the source, which may be the date of the latest amended ATR. Under the cited acts the operative dates differ (for example the date a connection or capacity allocation request was registered, the date the operator communicated the financial guarantee value, or the date a connection contract was signed), so a band does not show which rules apply to a given ATR.
  • This list is one source: its figures must not be added to those of another source, because the same ATR can appear in more than one source.
  • MW is rounded to 0.1 per cell; county and total figures are sums of the rounded cells.
  • Operator names are normalised to the known grid operators (DEER means Distributie Energie Electrica Romania); any other value is shown as Other and a blank one as unknown.
  • Rows are matched to county names from OpenStreetMap-derived county boundaries after folding case and diacritics, then through a reviewed list of alternative spellings and codes; the number of rows matched that way is withheld in this edition. A county shown with zero MW is in the lowest class; a zero is not evidence that no ATR exists there.
  • Rows whose county is blank, abbreviated, names several counties or is misspelt, and cannot be matched, form an unknown-county group; it is suppressed in this edition and, in the totals, its rows and MW are counted as suppressed.
  • The band "Issue date unknown or ambiguous" holds the rows with no readable single issue date: a blank or free-text date, a text with several dates, several ATR numbers or an amendment marker (ambiguous), and a date after the day the list was published. The number of rows in each of these groups is withheld in this edition, so the band cannot be split further.
  • A status outside the closed vocabulary of the source is reported as Unrecognised with its MW kept and the raw value is not published; the number of such rows is withheld in this edition.
  • Because this list was published before 2026-05-25, the last date band is expected to be empty.
  • Status is Sol's English label for the stage column of the Government's list: 'PIF planificat' and 'Probe' are shown as 'Works in execution' and 'PIF realizat' as 'Commissioned'; where the list's detailed stage says the ATR is issued and a connection contract has not yet been requested, the row is shown as 'ATR issued'. Works in execution and commissioned are not independently observed progress or present operating status. These are the stage names of the Government list as read by Sol, not the stages of the ANRE connection procedure.
  • The list gives a technology for only some rows: rows without one are shown as technology Unknown, which does not mean the Unknown remainder is all generation or storage, and the share of Unknown technology is withheld in this edition.
  • Natural persons are excluded using the flag carried by the parsed list; the number excluded is withheld in this edition.
  • Date conflicts between sources are NOT ASSESSED for this layer (it compares no other source): the empty band "Issue date disagrees between sources" does not mean the sources agree.
  • The Government's list is a selection (holders with at least one megawatt in total) as published by the Government on 2026-04-25, and it may change; it covers every stage from newly issued ATRs to recent commissioning.
  • Rows are excluded when the source row is corrupt or its MW cannot be read; the number of such rows is withheld in this edition. Their capacity is unknown, not zero.
  • Counts and MW for particular groups of rows (excluded rows, rows matched through an alternative county spelling, rows with an unrecognised status, and the share of unknown technology) are not published in this edition, and neither is the split of the unknown-date band into its kinds (a blank or free-text date, an ambiguous text, a date after the day the list was published), so that the published figures are less likely to single out small groups.
  • The counts of rows with no readable issue date, of excluded rows and of rows without a matched county are not given in this edition: they are withheld, which is not the same as zero.
  • Detail is withheld or merged in this edition. Small groups are handled by threshold rules (at least 5 distinct holders per released figure, no holder above 80 percent of its MW), and figures that fail these tests are merged or withheld. These rules reduce, but cannot eliminate, the risk that a holder can be inferred when the figures are combined with the public Government list or other sources. Where the detail of a county could not be released it is merged into one remaining entry for that county, and where even that is too small the county is suppressed; national totals still include every aggregated row. The coverage figures show how much of the total MW is shown in detail, how much is merged and how much is suppressed. The same test is applied to every published figure and to the differences between published figures that isolate up to four groups of rows.

What the map does not show

General information, not advice

The Romanian Energy Grid Atlas is published by Sol Associates SRL as general market information for professional users. It is not investment, legal, tax, regulatory or engineering advice, not an offer or recommendation, and it does not assess any project, site, grid connection approval (Aviz Tehnic de Racordare, ATR) or investment. Check the official source and take your own advice before any decision.

No guarantee

The data come from third parties and from OpenStreetMap volunteers. They may be incomplete, out of date or wrong. Unless a layer says it was checked, nothing here was checked against an operator or regulator register. Sol Associates gives no warranty of accuracy, completeness or availability and makes no promise about any outcome.

How to read the layers

Assets are as mapped in OpenStreetMap by volunteers; the map is not a census of the grid and how complete it is cannot be stated. Operator names are as tagged and may be wrong.

The weather layer is a model forecast, not a measurement, and not an energy yield, curtailment or grid loading estimate.

The solar layers are modelled long-term averages for 1994 to 2018, not forecasts and not a bankable yield.

The production layer shows national totals of electricity generation by fuel for the seven complete local days up to the build date, computed by Sol Associates from values published on the ENTSO-E Transparency Platform. It is not a measurement by Sol, not a forecast, and says nothing about prices, trading, curtailment or grid loading; a day with intervals that have no value understates its energy, and a day without data is empty, not zero.

The ATR layer shows connection-approval capacity (MW) listed by the Government in a list published on one date, summed by county. It is not installed capacity, grid loading, available or free capacity or a probability of commissioning, and it does not show whether any ATR is valid, eligible or subject to any rule.

Date bands group ATRs by the date recorded for them in the Government list, which can be the date of the latest amended ATR rather than of the original. They are descriptive. They do not show whether a project meets any rule or deadline, and Sol Associates draws no eligibility conclusion from them.

To the extent Romanian law permits, Sol Associates SRL accepts no liability for decisions taken or losses suffered on the basis of this map. Nothing here limits liability that cannot be limited under Romanian law, including liability for intent or gross negligence.

Connection approvals (ATR): source Guvernul României (gov.ro), Lista titularilor care dețin ATR, published 25.04.2026, reproduced with the source named under the Government's legal conditions. The Government's list is a selection (holders of at least 1 MW in total) as published on that date; it may change, and it covers every stage from newly issued ATRs to recent commissioning. Aggregated by county by Sol Associates SRL. Rows identified as natural persons are excluded. The Government of Romania has not reviewed or endorsed this aggregation.
